There are Some criticisms on Uganda government which fail to protect refugees who are supposed to be protected by international Laws.
The Ugandan government has interest in protecting its image and do not violate international law for the protection of refugees as it is part of signatories of Geneva Convention. It looks like the Uganda government ignores how much Kagame can extend his recklessness.
Based on Geneva Convention, Governments have obligations to take the necessary measures for the protection of the refugee.
The Geneva Convention relating to the Status of Refugees was adopted on 28 July 1951 following a special conference of the United Nations. It entered into force on 22 April 1954.
The Convention sets out who counts as a refugee and what protection, rights and assistance refugees should receive.
It is known that the Government of Kigali persecutes Rwandan refugees not only in Uganda but around the world. Note that still in Uganda, the former presidential guard Lt Joel Mutabazi was abducted and sent back in Rwanda for the intervention of UNHCR after went missing. In Mozambique Rwandan journalist, Ntamuhanga Cassien, is currently missing while he has been arrested by the Mozambican police.
Several opponents of President Paul Kagame have been murdered or targets of aggression in recent years, particularly in South Africa, Malawi, Zambia and Zimbabwe.
Last year Rwandan government accused of abducting Hotel Rwanda hero Paul Rusesabagina, was sentenced 25 years in prison in a biased trial held in Rwanda.
